SCV News | DMV Seeks Input on Heavy-Duty Autonomous Vehicles

California Department of Motor Vehicles (DMV) is seeking public input on proposed regulations for the testing and deployment of heavy-duty autonomous vehicles (AVs).

The DMV is responsible for regulating the testing and deployment of autonomous vehicles in California. In 2022, the DMV adopted regulations for the testing of autonomous vehicles with a gross vehicle weight rating (GVWR) of less than 10,001 pounds.

The proposed regulations would establish a new category of autonomous vehicles called "heavy-duty autonomous vehicles" (HDAVs). HDAVs would be defined as autonomous vehicles with a GVWR of 10,001 pounds or more.

The proposed regulations would require HDAV manufacturers to:

  • Obtain a permit from the DMV before testing or deploying HDAVs on public roads.
  • Submit a safety plan to the DMV that describes the design, testing, and deployment of the HDAV.
  • Install a data recorder in each HDAV that collects data on the vehicle's operation.
  • Report any accidents or incidents involving an HDAV to the DMV.
